Halcrow has identified more than £50,000 in savings for Oxfordshire County Council in the way it provides technical services for transport planning and related consultancy services. Some of these skills are associated with large, multi-disciplinary projects, involving a wide range of expertise from our transport planning, environmental, engineering and economics teams.
Project challenges and goals
- to advise on policy related to growth in housing
- to identify solutions to realise local transport policy
- to support delivery of two major scheme bids
- to create value for money
- to win public and political support
- to deliver corporate and government objectives
Outcomes and achievements
We identified more than £50,000 in savings for Oxfordshire County Council using two people to lead six projects to deliver core strategies for each of the district councils. Six experienced team members worked across the projects being commissioned, reducing the need for briefing so projects can start more quickly and lowering risk.
The core team has built an excellent rapport with the county council, recognising when tasks are best dealt with by the council’s technical experts to optimise the benefits of the partnership. As evidence of the excellent partnership, Halcrow and Oxfordshire County Council wrote and presented a joint paper on micro-simulation techniques at the 16th World Congress on intelligent transport systems in Stockholm in September 2009.
Halcrow’s role
This is the second of two contracts with Oxfordshire County Council covering all aspects of transport planning. It includes integrated transport strategies, network development, strategic planning, intelligent transport systems, transport modelling, accessibility planning, air quality action plans, transport feasibility studies, traffic signal design, travel plans, travel awareness, parking management and park and ride schemes, safety audits and highway design.
