A new city is being created in the heart of the Middle East. Qatar’s Lusail development is one of the largest commercial projects in the Middle East, covering some 35km².
Situated to the north of the capital, Doha, this breathtaking city expansion is to be built on existing tidal flats north of the Ritz-Carlton Hotel, and is set to dramatically transform the economic and physical profile of Qatar forever.

With an overall budget of between £20 and £30 billion, the project will create a world class city catering to almost 200,000 new residents over the next ten to fifteen years. Qatar’s £3.1 billion new city of Lusail, was launched by His Excellency Sheikh Hamad Bin Jassim Bin Jabor Al Thani, the first deputy prime minister and foreign minister of Qatar, and chairman of Qatari Diar.
The Lusail development will include a large blue water lagoon with two marinas, major residential areas, extensive commercial districts and mixed-use areas, as well as comprehensive leisure and entertainment facilities. These will include two golf courses and an entertainment district, naturally functional silt-free beaches, as well as all the necessary social amenities one would expect from a development of this size and vision including mosques, parks, schools, shops and medical centres.
Halcrow’s role
The development is being conceptualised, planned and managed by recognised leaders in the fields of design, planning and construction. Several priority areas have been identified which will be designed and constructed ahead of other areas and infrastructure facilities, in order to allow a phased delivery of the project according to the ambitious schedule. These include: roads, utilities and access to the Campus, Lusail Entertainment district, Energy City and the Marina district.
